    What is ACCESS?

    The School Based ACCESS Program (SBAP) is a cooperative effort between the Pennsylvania Department of Education (PDE), the Pennsylvania Department of Public Welfare (DPW), and the federal Centers for Medicare and Medicaid Services (CMS). 

    It allows the Chambersburg Area School District to receive federal Medicaid funds for providing IEP health-related services to special education students who are Medical Assistance eligible. Reimbursements are required to be used in providing Special Education services.  CASD uses these funds to provide additional supports and interventions to our special education students through the purchase of adaptive equipment and materials that support the students’ IEP goals.

  • How does my school generate ACCESS Monies?

    Service Providers who meet the State of Pennsylvania’s ACCESS program licensure and/or certification requirements are eligible to participate in the program. These providers document the services provided to the students on their caseload and when the services meet the eligibility requirements for claiming, they are electronically submitted to the Department of Public Welfare for reimbursement.  Services are logged electronically through the State ACCESS Claims Administrator, PCG with their claim program EasyTRAC.

    Services that may be reimbursable include:

    • Audiological Services
    • Assistive Technology Devices
    • Nursing Services
    • Orientation-Mobility Services
    • Personal Care Assistance
    • Physical and Occupational Therapy
    • Psychological
    • Psychiatric Evaluations
    • Social Worker Services
    • Speech, Language and Hearing Services
    • Vision Services
    • Special Transportation

    The School District also participates in the Quarterly Random Moment Time Study Program.  A list of eligible participants, including Administrators, Teachers and Service Providers, is submitted to the state’s program administrator each quarter and participants are randomly selected and notified via e-mail of their date and time to participate.  The selected individuals record their activities for their moment electronically by answering questions (currently 5) regarding their activities during this time.  The required participation affects the eligibility of the School District to receive reimbursements through SBAP.
